Annual Legislative Recap: New Laws that Impact Public School Districts, County Offices of Education, Community Colleges and Universities in 2025 and Beyond

The California legislature always manages to enact a “flurry” of bills with significant expansions of employee rights and associated employer risks in employment, education and public sector law. This year is no exception. This webinar will identify and explain the impact all the bills affecting employment and education law – exclusively for educational institutions. This includes expanded protected leaves, discrimination, harassment, and retaliation traps, Education Code amendments affecting disciplinary action for certificated and classified personnel, Education Code provisions protecting students and creating responsibilities for administrators and school staff, including cyberbullying, harassment prevention procedures, and more.  This webinar is customized for HR professionals, risk management specialists, CBO’s and administrators.

1. New mandated leaves of absence, even for smaller entities,including changes to leaves for crime victims.

2. Updated Ed. Code provisions for certiificated and classified personnel with respect to leaves and related issues.

3. Updated provisions of health and safety law and enhanced compliance standards.  

4. Whistleblower protections and retaliation.  

5.  New law for school districts protecting the rights of LGBTQ+ students and addressing parental notifications.  

6.  New and amended provisions of the Education Code affecting certificated and classified employees, including impacts on paid and unpaid leaves, discipline and due process, and more.  

7. Many more requirements for colleges and universities to enact and enforce harassment prevention policies and procedures (separate from Title IX obligations)

8.  New and amended provisions of the Education Code addressing a broad array of rights and responsibilities for students, many of which impact how administrators, teachers and staff interact with and serve the needs of general and special education students, This includes privacy rights for LGBTQ+ students, bullying and harassment prevention, and more.  

9.  Strategies coordinating school site safety plans with the Violence Prevention Plan requirements and rportions of the Workplace Violence prevention law that take effect in 2025.

10. Update and reminder about SB 88 (passed last year, effective in 2025)  with new requirements fo driver qualifications, training, and related issues forr student transportation.
