Public Agency Management of Body-Worn Cameras (Part 1)

Overview

Arguably, no other technology in the past 100 years of policing has been deployed so rapidly, extensively, and with greater impact than Body-Worn Cameras (BWC). Many agencies have been catapulted into the BWC implementation process because of the events of the last eighteen months. Political and community pressures have exacerbated this. This rush to put cameras on officers has presented a host of challenges that can lead to costly mistakes and waste of resources if the agency and local government focus solely on procurement, policy and deployment without giving the entire implementation process careful thought. BWC Implementation is a complex endeavor regardless of the size of the agency. Granted, smaller agencies will find the task somewhat more manageable compared to the challenges faced by larger agencies but the task can be daunting if you don’t have a plan and consider all the implications.

 

Join speaker Dan Zehnder as he discusses Body Worn Cameras and their implementation for public entities in this two part program. The program will specifically examine the major risk management, technology, and funding challenges associated with a BWC program.

Speaker Bio:

Dan Zehnder is the President and Chief Consultant for the Principis Group a consulting service company dedicated to helping police agencies, local governments and technology providers find solutions to the immense challenges of implementing a body-worn camera program.  Success requires a full understanding of the complexities of such an endeavor, the processes required to achieve effective implementation, technology solution options, an understanding of government fiscal processes, and foresight.     

Dan is also a police lieutenant with 19 years of experience with the Las Vegas Metropolitan Police Department, an agency that is recognized as an innovation leader.  His is currently the department’s Body-Worn Camera (BWC) Program Manager.  Dan has provided insights, guidance, and recommendations to dozens of police agencies around the country as they struggle with the challenges associated with a BWC program.  He has given numerous presentations on the topic of implementing a BWC program to police agencies, government entities and technology companies.

Dan has been involved with the BWC discussion at the national level having been privileged to serve as a subject matter expert for the Bureau of Justice Assistance, Department of Justice, as they developed an on-line BWC “Toolkit”, published in May of 2015, which provides extensive guidelines and recommendations to police agencies for implementing a BWC program.  He also serves as a BWC grant peer reviewer for the Office of Justice Programs and is a member of the Bureau of Justice Assistance, National Training and Technical Assistance Center’s Body-Worn Camera Speakers Bureau.

Dan has served in various assignments throughout his police career to include patrol operations support, patrol field positions, training, and quality assurance.  Prior to becoming a police officer, he served as an enlisted soldier, non-commissioned officer and officer in the United States Army for 21 years.  He served in intelligence, special operations, and armor assignments.

Dan is a graduate of the University of Louisville where he received a Bachelor of Science degree in Occupational Education.  He is also a graduate of George Washington University where he received a Master of Arts degree in Human Resources Management.
