Now Available: Annual Comprehensive Financial Report and PRISM ARC Audit Report

PRISM’s Annual Comprehensive Financial Report (ACFR) for fiscal year ending June 30th, 2025 is now available on the website. The report was prepared by PRISM and has been audited by independent auditors, Gilbert CPAs. The PRISM Affiliate Risk Captive (ARC) Audit Report is available as well. Reminder: Review and Comment Period for Proposed Revisions to Joint Powers Agreement is Ending

At its October 3rd, 2025 meeting, the PRISM Board of Directors approved the circulation of proposed revisions to the Joint Powers Agreement and the Bylaws for review and comment. This is a reminder that the due date for all comments is January 16th, 2026. Information pertaining to the proposed changes was sent to the membership via email on October 15th, 2025. The documents that were referenced in that email can be found at the following links:

• A memorandum providing the history behind the proposed changes which includes a detailed summary of the substantive changes as well as a brief summary of some of the non-substantive changes

• A redlined version of the Joint Powers Agreement setting forth the proposed revisions

• A redlined version of the Bylaws setting forth the proposed revisions

Once the due date for comments has passed, PRISM staff will review all comments and present the comments to the Executive Committee at their meeting on February 5th, 2026. We anticipate that the final proposed revisions will thereafter be considered for adoption by the Board at its meeting on March 6th, 2026.

Proposed Amendments to Property Program Memorandum of Coverage 26-27

At its December 17th, 2025 meeting, the PRISM Property Committee authorized distribution of proposed amendments to the Property Program Memorandum of Coverage (MOC) for review and comment. The review and comment period will be open through Friday, February 6th, 2026.  At that time, all feedback received from the members will be compiled and presented to the Property Committee at its first meeting thereafter so that the Committee can make a final decision on whether to approve all, some, or none of the proposed changes.  Approved amendments will go into effect with the March 31st, 2026 renewal.

SB 487 Subrogation Shake-Up: Navigating Your New Recovery Rights

Effective January 1st, 2026, SB 487 reduces an employer’s right of recovery in subrogation cases involving city and county peace officers and firefighters to one-third of a recovery from a third-party if certain criteria are met. Further, it eliminates the right to credit for a third party recovery received by the injured worker.  We will discuss how you can identify which cases this applies to and discuss how to protect yourself versus when to cut your losses.
