Placer County is currently accepting applications for Human Resources Analyst - I, Human Resources Analyst - II and Senior Human Resources Analyst. Each level in this job series has different minimum qualifications. • Provide technical direction and support to departments in areas such as recruitment, classification, salary administration, employee relations, and performance management, ensuring compliance with laws and regulations.
• Oversee the recruitment, selection, and testing processes, manage the County's automated applicant tracking system, and coordinate job analysis, position reviews, and classification recommendations.
• Administer and coordinate employee benefits programs, including health, dental, and retirement plans, ensuring compliance with regulations and advising management on program issues and updates.
• Supervise and manage staff, contribute to budget preparation, evaluate HR operations, and maintain positive relationships with internal and external stakeholders while overseeing equal employment and discrimination investigations.
• In-depth knowledge of public sector human resources administration, including County Civil Service rules, labor relations, collective bargaining, and policies related to recruitment, classification, compensation, and benefits.
• Strong analytical skills with the ability to interpret and evaluate technical, numerical, and statistical data, and develop innovative solutions to complex HR-related issues.
• Experience in supervising, training, and evaluating staff while applying principles of leadership, team building, and conflict resolution to achieve organizational goals.
• Proficient in case management, payroll processing, workers' compensation administration, and understanding of relevant laws and regulations, with the ability to communicate effectively and maintain positive working relationships
