Job Description:

Under direction of the Workers' Compensation Claims Manager to supervise the assigned daily operations of workers' compensation claims and subordinate personnel; and to process adjustment of the individual and complex disability claims for the County's self-insured workers' compensation program.

Requirements:

DISTINGUISHING CHARACTERISTICS: This classification is distinguished by its responsibility for supervising and directing daily activities of Workers' Compensation Claims Adjusters.

ESSENTIAL FUNCTIONS: Assigns, evaluates, and supervises the investigation and adjusting of worker's compensation claims by staff and/or outside adjusting firms. Trains and instructs assigned staff; prepares employee performance reports. Advises departments on matters pertaining to workers' compensation insurance claims. Assists in the development of strategy, negotiation, and settlement of the more complex workers' compensation claims. Evaluates claims management procedures and recommends modifications to maximize productivity and cost effectiveness. Appears before the Workers' Compensation Appeals Board for hearings and mandatory settlement conferences. Provides information to management regarding unit needs and performance. Responds promptly to inquiries from county departments and claimants regarding claims. Prepares reports and correspondence. Informs management of significant or controversial issues in a timely manner. Recommends criteria for procedural operation of the workers' compensation unit. Operates a personal computer and associated software.

EMPLOYMENT STANDARDS: Four (4) years of progressively responsible experience in the adjustment, analysis, reserving, rating, negotiating and handling all aspects of workers' compensation claims from inception through litigation to closure OR Three (3) years of experience as described above in a government setting. Supervisory experience is desirable. Possession of a California state Self-Insurance Administrator's Certificate is required at time of appointment. Possession of a valid Class "C" California driver's license at time of appointment. Knowledge of: the State of California Labor Code, Workers' Compensation laws and regulations; current and significant Workers' Compensation Appeals Board rulings and procedures; medical and technical terminology used in the medical and psychiatric treatment of injured workers; generally accepted personnel practices and procedures. Ability to: maintain cooperative relations with departmental personnel; write and speak effectively; establish and analyze all relevant data; bring claims to equitable conclusions; supervise adjusters and clerical staff; analyze problems and select an effective course of action; work effectively with related computer applications.

SUPPLEMENTAL: A background check may be conducted for this classification. All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec.3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services). As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable, following a significant emergency or disaster. Following an offer of employment, you may be required to submit to post offer medical and drug screening tests at County expense.

APPLICANTS MUST ATTACH TO THEIR APPLICATION ALL APPLICABLE DIPLOMA(S), TRANSCRIPT(S), LICENSE(S) AND/OR CERTIFICATES BY FINAL FILING DEADLINE. This examination will establish an eligible list from which one (1) immediate appointments will be made at the Kern County County Counsel. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve months, unless specified otherwise by the Civil Service Commission.

ADMITTANCE TO EACH PHASE OF THE EXAMINATION WILL REQUIRE A GOVERNMENT ISSUED PHOTOGRAPH IDENTIFICATION. APPLICANTS WHO ARE UNABLE TO PRESENT PROPER IDENTIFICATION MUST MAKE ARRANGEMENTS WITH THE PERSONNEL DEPARTMENT PRIOR TO THE TEST DATE. PERFORMANCE EXAM (Weight 40%): May include the knowledge of State of California Labor Code, Workers' Compensation laws and regulations; current and significant Workers' Compensation Appeals Board rulings and procedures; medical and technical terminology used in the medical and psychiatric treatment of injured workers; generally accepted personnel practices and procedures.

IF THE NUMBERS OF APPLICANTS SUCCESSFUL IN THE WRITTEN EXAM EXCEEDS 15, THE HUMAN RESOURCES DIVISION MAY LIMIT THE NUMBER OF COMPETITORS ADVANCING TO THE ORAL EXAMINATION TO APPROXIMATELY THE TOP 15, BASED UPON EARNED RESULTS OF THE WRITTEN EXAM. ORAL EXAM (Weight 60%): Will be conducted for the purpose of appraising training,education, experience, interest and personal fitness for the position.

IF THE NUMBER OF APPLICANTS SUCCESSFUL ON THE WRITTEN EXAMINATION IS INSUFFICIENT TO WARRANT AN ORAL APPRAISAL, THE WRITTEN EXAMINATION SHALL BE WEIGHTED 100%. Applicants must attain at least a 70% score on each phase of the examination process.
